What it does 

HR 1138 provides a criminal penalty including a fine and/or a prison term up to 5 years for an individual who knowingly or recklessly operates an unmanned aerial vehicle (UAV) in a manner that interferes with a wildfire suppression, law enforcement, or emergency response effort.

The Bill does not apply to firefighters, law enforcement, or emergency response personnel operating a UAV for the purpose of protecting the public safety and welfare.
