Senior Associate, Broadband Research Initiative

Pew’s broadband research initiative is housed within the Research and Science unit and led by a project director. The initiative provides research and analysis on broadband deployment and access. Our goals include providing the data and analysis that informs and advances conversations about how to provide reliable, high-speed broadband to communities that lack coverage; and serving as the honest broker between policy, industry, and academic stakeholders.
The initiative produces much-needed data to catalyze the policy discussion on broadband. Expanding broadband access to all corners of the country requires an accurate identification of where expansion is needed, a comprehensive understanding of what solutions work best and under which conditions, and a commitment to achieving this goal. Our initiative aims to fill the relevant data and information gaps, and facilitate a dialogue among stakeholders.
The senior associate will conduct research on budget, fiscal, economic, statutory, regulatory, and other policies and activities related to broadband issues at both the federal and state levels; contribute to and co-author research papers and issue briefs; critically review project materials, work with outside contractors; help implement the initiative’s communications and outreach strategy; present research findings in appropriate venues; and work collaboratively with colleagues across Pew on current projects and explorations of new opportunities.
The Senior Associate will be based in Pew’s Washington, DC, office and will report to the initiative manager. The position has a set time frame that could be extended based on the success of the program, funding sources, and board decisions on continued support.
- Provide core research capability for the initiative. Conduct data-driven research and outreach to meet the initiative’s deliverables and identify any additional, appropriate lines of inquiry. Research will include, but is not limited to, national assessments, state-specific analyses, and review of private industry and other stakeholder efforts to expand the access and use of broadband, as well as an examination of federal and state broadband spending and policies. Such research may involve developing or collecting original data, creating of research databases from existing sources, analysis of existing data sets, and tracking of federal and/or state statutory and regulatory changes and best practices.
- Conduct analysis of current and emerging policies and activities related to broadband, including fiscal, statutory, and regulatory.
- Co-author research reports and issue briefs for the initiative. Critically review and fact-check materials produced by contractors and other staff.
- Help ensure that all products and presentations are clear, accessible, and compelling for a policymaker and public audience and maintain the academic rigor for an audience of experts.
- Maintain timelines and schedules and work collaboratively with communications and other departments to ensure timely release of publications.
- Lead or help coordinate the development and execution of team-sponsored convenings of stakeholders, experts, and the public—including agenda development, securing speakers and experts, logistics, invitations, etc.
- Help build and maintain a network of state and federal economic, fiscal, and subject matter experts for the initiative.
- Represent the initiative publicly at relevant conferences, seminars, and other external events, presenting and helping to disseminate the initiative’s research.
- Help manage relevant contracts. Identify appropriate researchers, experts, and organizations for contracts and monitor progress to ensure products are high quality, use rigorous analysis, meet the contract's objectives, and are delivered on time and within budget.
- Work with the director and manager to support and execute the initiative’s communications and outreach strategy. Prepare materials for the initiative’s web site and ensure that they are timely, accurate, and relevant.
- Collaborate with management on development of new research proposals. Contribute to and participate in activities and tasks within the Research and Science portfolio and the unit as assigned, as well as broader, Pew-wide projects as needed.
- Bachelor's degree required. Advanced degree in a relevant field such as public policy, economics, or business a plus.
- Minimum of four years prior experience of relevant experience in public policy. Familiarity with broadband policy and experience in federal/state government a plus.
- Commitment to non-partisan research.
- Experience summarizing and distilling the essence of policy proposals, legislation, and regulation.
- Strong analytical and quantitative skills. Proficiency with Microsoft Excel; familiarity with at least one data analysis and visualization program a plus (e.g., Tableau, Stata, R).
- Excellent written and oral communications skills, including an ability to synthesize issues and research findings clearly and effectively and translating complex concepts for a policymaking audience. Ability to write quickly and succinctly as well as to revise and edit based on input from a range of reviewers.
- Strong interpersonal skills. Able to develop and manage productive and collaborative relationships both internally and externally.
- Ability to work under minimal supervision and to meet individual and team goals in a professional and timely manner.
