MANAGER FEDERAL AFFAIRS
Location: Washington, DC
This is a Washington-DC based Federal lobbyist position for PSEG and its subsidiaries, reporting to the Senior Director, Federal Affairs. Responsibilities include developing and implementing long and short-term strategies and integrated action plans to deliver Federal legislative, political and regulatory policy outcomes in support of PSEG business objectives; developing, maintaining and leveraging strategic relationships with Members of Congress and their staff, including Committee and leadership staff, the Executive Branch, independent regulatory agencies as needed, industry partners, trade associations, stakeholders and all other DC-based potential allies and competitors. Responsible for identifying and working to manage the most pressing opportunities and threats to PSEG in this arena. Must maintain a visible external leadership presence in order to enhance PSEG's political presence and public profile in Washington and ensure we remain politically relevant in a dynamic environment; must grow the Federal PAC, energize PAC members, allocate dollars appropriately, and leverage our limited dollars to the fullest extent to maximize our opportunities to engage with key officials.
- Develops and executes integrated action plans to achieve Federal policy outcomes:
- Identifies and articulates major opportunities and threats related to policy, politics and people, both within PSEG and externally
- Develops detailed and concrete action plans to achieve policy outcomes beneficial to PSEG; recalibrates the strategy constantly in response to evolving political and policy landscape
- Solicits, digests and effectively translates internal business input on legislative and regulatory developments that may affect us
- Directs external consultants and influences trade associations and other coalitions to adopt our messages and objectives
- Develops accurate and persuasive materials including white papers, fact sheets and letters
- Communicates PSEG positions, impacts and needs to relevant policymakers, staff, industry colleagues, trade associations and other stakeholders, building effective coalitions to magnify our voice
- Informs internal clients of key legislative and political developments and works to understand impacts and formulate an effective response
Leverages PSEG Political Presence, Relationships, And Policy Expertise/leadership To Affect Outcomes; Serves As Strategic Advisor To Executive Officer Group (EOG) Members Engaging In Federal Arena
- Serves as key advisor and staff support for EOG members engaging in Federal arena, Designs and executes external events to showcase PSEG leadership and create momentum behind PSEG objectives
- Designs political strategy to maximize value of limited PAC and Corporate dollars for election-related activity; exercises strong political judgment in high tension and dynamic environment
- Be a visible, known, trusted and respected resource to key Members of Congress and staff
- Serves in leadership capacity in industry trade associations and other outside organizations in order to build our profile and create opportunities to advance our objectives
- Identifies allies and alliances, and builds them to PSEG's advantage.
Responds to emerging political and policy developments that may impact PSEG:
- Spots legitimate emerging legislative or political threats and/or opportunities and categorizes threat level
- Frames issue to internal audiences; elevating as needed. Articulates opportunities and threats clearly to internal clients, and formulate an effective response and game plan to deliver results
- Provides timely intelligence to Federal Affairs teammates and internal business leads, colleagues and EOG members in both written and oral communications, and must be able to digest substantive input from PSEG lines of business and put this to use to advance the Company's interests in Washington.
- Represents PSEG advocacy positions in public and private settings and must engage in ongoing substantive, accurate and politically-attuned dialogue with relevant policymakers and other external audiences.
- Works across internal organizations in a matrixed fashion, leading teams of SMEs and colleagues to deliver results
Political Action Committee (PAC) Strategy And Management, Compliance
- Key to PSEG's political fundraising strategy and objective of maintaining "political relevance" and must host and raise money for designated candidates, and exercise judgment in how to deploy PSEG employee PAC dollars wisely in support of our Federal agenda
- Attend and actively participate in political fundraising events on behalf of PEGPAC
- Develops annual political participation strategy, including targets, PAC budget
- Ensures compliance with all Federal LDA requirements including lobby registration, reporting, and documentation; Directly responsible for making Federal Compliance filings including the LD-203 and LD-2 reports
- Develops and oversees internal compliance processes related to this area
- Develops and conducts peer-to-peer PAC solicitation campaigns, develops all related materials
- Oversees compliance with voluntary reporting commitments including preparation of company-wide Annual Political Disclosure report
- Responsible for developing and executing an engagement strategy for existing PAC members including events with outside speakers, regular newsletters, etc.
- Oversees management of PEGPAC charitable match program including managing external vendors and internal colleagues
- Serves as Secretary to the Federal PAC
- Supports internal and external audits and reviews of political participation activities
- Stays abreast of best practices related to Corporate political participation and PAC development
Required Education, Experience And Skills
- BA or BS degree in business, political science, public policy or related field
- At least 10 years of professional experience in the electric and gas industry or in government, with at least 8 years in public policy
- A thorough understanding of the Federal legislative and regulatory process and how to affect it
- Familiarity with the electric and gas industry and key public policy issues that could impact the business
- Knowledge and success managing and growing a PAC, such as conducting solicitations, understanding and complying with FEC laws and strategies for expanding employee participation
- A network of relationships with Congressional staff, industry, and other stakeholders
- Strong oral and written communication skills; strong presence and ability to communicate to elected leaders
- Ability to prioritize a heavy workload and juggle multiple issue assignments
- Good leadership, teamwork and collaborative skills and ability to task and manage others who may not be direct reports
- Ability to synthesize information from a variety of sources and formulate a coherent picture
- Ability to recognize real emerging threats and opportunities amidst the noise
- Ability to help manage and drive PSEG issue campaigns through a complex legislative and political process
- MA or MS Degree in Business, Political Science, Public Policy or related field
- MA degree in public policy or related field
- Leadership positions in external organizations or professional associations
